Buy coal! Deposit markets prevent carbon leakage
نویسنده
چکیده
If a coalition of countries implements climate policies, nonparticipants tend to consume more, pollute more, and invest too little in renewable energy sources. In response, the coalitions equilibrium policy distorts trade and it is not time consistent. By adding a market for the right to exploit fossil fuel deposits, I show that these problems vanish and the rst best is implemented. When the market for deposits clears, the coalition relies entirely on supply-side policies, which is simple to implement in practice. The result illustrates that e¢ ciency can be obtained without Coasian negotiations ex post, if key inputs are tradable ex ante. Key words: Coase, climate change, carbon leakage, supply v demand side policies, trade policies, the green paradox, and environmental agreements JEL: Q54, Q58, H23, F55 * I have bene tted from the comments of Rolf Golombek, Michael Hoel, Garrett Johnson, Benny Moldovanu, Rob Porter, and Jean Tirole. Reducing coal subsidies and trade barriers: their contribution to greenhouse gas abatement
International negotiations for an agreement to reduce the emission of greenhouse gases have not produced cost-effective policies for reducing emissions, not least because they are unlikely to prevent ‘leakage’ through a re-location of carbonintensive activities to poorer countries. An alternative or supplementary approach that is more likely to achieve at least some emission reductions, and at ...
متن کاملCoal to gas: the influence of methane leakage
Carbon dioxide (CO2) emissions from fossil fuel combustion may be reduced by using natural gas rather than coal to produce energy. Gas produces approximately half the amount of CO2 per unit of primary energy compared with coal. Here we consider a scenario where a fraction of coal usage is replaced by natural gas (i.e., methane, CH4) over a given time period, and where a percentage of the gas pr...
متن کاملA Regulatory Framework for Carbon Capturing and Sequestration within the Post-kyoto Process
The option of capturing CO2 at large power stations and storing it in geological formations allows for the use of fossil energy resources without further destabilization of the climate system. From an economic point of view, the efficiency of Carbon Capturing and Sequestration (CCS) depends mainly on leakage rates, marginal costs of CCS (including the energy penalty) and the volume of available...
متن کاملClassification of Coking Coals in C1 Seam of East-Parvadeh Coal Deposit, Central Iran Using Multifractal Modeling
The objective of this study is to identify the most suitable portions of the C1 coking coal seam in the North Block of the East-Parvadeh coal deposit (Central Iran), according to ash and sulfur values, using C-N fractal modeling. Based on the C-N log-log plots, different geochemical populations were evaluated based on their sulfur and ash content. They were then divided into five populations ea...
متن کاملDetailed characterization of South African high mineral matter inertinite-rich coals and density fractions and effect on reaction rates with carbon dioxide: Macerals, microlithotypes, carbominerites and minerals
An investigation was undertaken to determine the distribution of macerals and minerals in South African Highveld coal deposits as well as density fractions derived from a typical deposit. The corresponding effects on carbon dioxide gasification reaction rates were also studied. Detailed chemical, petrographic and mineral analyses, followed by reactivity measurements and reaction rate modeling w...
